Ensign Joseph Billings was born 28 January 1691/92 at Stonington, Connecticut.1 He was baptized 29 May 1692 at Stonington.1 He married Comfort (---) in 1711.1 He married Sarah Larrabee after 1740.1,3 He died 9 April 1763 at Preston, Connecticut.1

Ensign Joseph Billings was ensign in the Second Preston Company 8 May 1729, deputy from Preston 9 October 1729 and later, and justice of the peace for New London County in May 1740.

His will was dated 23 June 1762 and proved 10 May 1763. In it he names:
grandchildren Simeon, James, Ame, Sarah and Mary Rouse,
grandchildren Sarah, Comfort, Ame, Nathaniel, and Reuben Babcock,
grandson Nathan Billings,
wife Sarah,
son Joseph, executor.4
