William Billings was born in 1660.1 He married Hannah Sterry, daughter of Roger Sterry and Hannah Palmer, in 1688.1 He died in June 1738.1 He was buried 8 June 1738 at Preston, Connecticut.1

William Billings was ensign, 15 March 1704 and captain, 11 October 1716, of the Preston Company. He was deputy from Preston 13 May 1703 and later.

His will was dated 4 June 1737 and proved 12 July 1738. In it he names:
wife Hannah,
sons William (deceased), Joseph, Samuel, and Roger,
daughters Mary Boardman, Prudence, Rachel Kennedy, Hannah Clarke, Elizabeth Avery, and Dorothy Edwards,
grandchildren Dorothy Edwards, William Edwards, and Hannah, daughter of son Samuel (deceased).3
